97 civic with issues need help

Ok here we go I have a 97 civic dx that we did a head swap and turbo on.  I blew the motor up and now just have the head ledt on the car.  I have finally taken it to a honda certified mechanic and he has now had the car going on 3 weeks.  He has already told me that he had to replace the knock sensor because the tip was broken but when i took him the car it was not!  He is now saying that he has to replace the thermo valve.  I have looked on the net and i see the 95 civic and older have the thermo valve , the newer ones have a idle air control valve.  tell me if that is right.  Nest he is saying that he is going to hard wire the ownstream O2 sensor because the ex civics have only one O2 plug on the engine harness and the downstream is on another harness.  Tell me if this is right.  So far he ois saying that he needed 400 to get started with the new harness and then he3 needs a nother 500 to get a new throttle body and and thermo vlve plus some more because he had to pay more because he got the wrong engine harness and then had t replace it and the second one cost more.  tell me what ya'll think.  I gave him th d16y8 manual ecu and the head was on the car because it had been rebuilt.  He then told me that the belt was 2 teeth off so he had to fix that.  I was under the impression that the wiring harness for the car was plug and play and with the rear O2 sensor I should judt have to wire it to the ecu right?  need elp guys   civicking

they still put thermo vales on even newer ones, so they still had it but i don't see why he needed a throttle body you can gety it seperate at about 80-100. for the o2 i have no idea what he is trying to do, i would plug it in the stock location and if needed i would swap the pins on the ecu harness to have them fit right. he is being shady man, take it some place else.
