If I'm not mistaken, almost 99% sure the speed is regulated bu the ecu.  It controls everything including the shift points and the speed, as well as fuel.  You would have to get the ecu rechipped or programed but this would be worthless unless you have done a *** to the car because my girl has the same car and it couldn't get to 120 or beyond fast it had too.

I have a 96 civ auto. Well it used to be an auto sohc. I was able to get it up to 127mph all stock. I know that can reprogram the ecu.  Atleast you can have it done. Check out hondata or hodadata.com  It is one of the two.  Also a lot of local honda shops will know places that you can have it done.

id get it chipped by spoon or mugen if ya got the money.. thats my opinion as i like them ive had ecu's chipped in the past by spoon and i bought a chipped mugen ecu from a friend a while back i like both programs ..

there was a plu in the 03 in the back of the tranns.. and when you would pull that out, it would turn off your gauges.. people would do this so there kilometeers would stay down for warranty..It might have removed the govenor
