A couple of months ago I changed to timing belt on my 99 Prelude.  Ever since I would sometimes get a smell like rubber getting hot.  Today I poped the valve cover off and the timing belt had come foward on the cam gears and was rubbing against the front cover.  

Has anyone ever had this happen?  Is it an issue that I didn't get the belt tight enough?  Could it be the new tensioner I put on there?

i havent had that before but you seem to have the right ides to start assesing what went wrong ... yes the belt may not be tight enough and slipped a *** and definatly recheck the tensioner that it is properly tightened and set..so you have the right idea also make absolutly sure you got the right belt too

Thanks.  I think I am just going to swallow my pride and take it into the Honda shop and bite the bullet on the bill.

I am really not interested in trying to pull all that stuff back out.  I don't have the special tool to break the crank bolt loose or hold the cam gears while the belt is off.  Plus, I just don't have the time to do it for a while.  

I bought all the parts at the Honda dealer, so they should be right, but who knows.
