I've got a big problem. I got pulled over a couple of months ago and to make a long story short I had to go see a state referee. I have a 1995 hatch back dx. I swapped out the engine with a d15b vtec. I have headers, cold air intake, highflow cat, and exhaughst on it, but the referee keeps telling me that the engine is not configured right what do I need to do so he'll pass me??? Any advice would be helpful.

So you have the JDM D15 VTEC engine? Hmm... that might be a problem. In order to pass the referee, you need to make your car match USDM spec and have an engine the same year or newer than your car. If you have a JDM D15 that might be a problem, since you won't be able to use the USDM non-VTEC D15 ECU. The referee should tell you specifically what to do. Are you in So Cal?

Ya I am in So Cal. Ya I think he was telling me that I needed to change the computer because it didn't match the engine. I'm pretty sure its a JDM motor too. Would I just go to a junk yard or something and get an ecu out of another car???

I wish it was that simple, but since you have a D15 VTEC engine, I don't think there is an USDM ECU you can use to meet smog requirements. Just want to double check--do you have the P08 ECU now? To check it, view the sticker on your ECU, it will read xxxxx-Pxx-xxxx; the middle part will tell what ECU you have.

Your cat might be at fault to most high flow cats are only 48 state legal.

Okay the first thing you need to know about engine changes is that the engine has to be the same year or newer than the model year of the car for example a 99 civic ex with a b16 from 2000 civic si engine that would be okay. So the first thing you need to know is what is the referee confirming your engine too since is a jdm motor you will have to confirm it to a usdm motor and this informatio will be in your (VIR) Vehicle Information Report that the referee gave you.
