My zc won't remain at a constant idle. It will idle from 1200 to 800 up and down then back up then back down. Could it be the throttle position sensor? Anyone got some ideas?

I have a 1991 honda civic with a newly rebuilt engine and now the car idles rough and stalls at intersections---spent alot of money and the repair shop says nothing is wrong. The car is jerky to drive like the engine is not catching up to the gas pedal---on deceleration a big jump if the car is in gear.
Everything has been changed but the original intake manifold sensors? I am totally lost---I realize this in not a new post but I can't figure out how to do that.

check for vacume leaks around your throttle body get a spray bottle full of soap and water and let it run while you check all of your hoses just to make sure also change out your map sensor just to be safe they are about 20 at a junk yard

check this out dude. I had the same exact problem with my 87 crx si. My car would not pass smog because of the surging idle as it's called. I researched evrywhere. Untill i read the comments on youtube. First you locate the idle air control valve(iacv). It is connected to the intake manifold. It's right behind it on mine. On the top of it there are two screws. You take them off and there is a nipple type thing in the middle and a black ring around it. The black ring is actually a screw as well. So grab a flat head and turn it all the way down. Put the plate back on screw it tight and turn on the car. It will still surge. There is a bronze flat head screw on the top. You will find it next to the screw you just took off. Now that the car is idling you turn the screw down and you will hear the idle go down. If you tighten it all the way down it will stall and turn off. So you have to find the perfect balance and get it somewhere around one thousand rpms. And that should solve the problem. If it persists then you have to replace it. On my car it comes and goes but is not soo consistant. I hope this helps. let me know.
