I would put on a cold air intake, headers and cat-back exhaust first. Then get some rims and body kit.

first i would try to keep everything as clean as possible. Over sized bumper, large exhaust (loud), euro tails/halo headlights, and ect, ect, ect, will get the attention of the local authorities. I would start out with like said intake, header, and something like an apexi WS exhaust. That would keep the noise down and will give you a little more growl. If you are looking to spend a little more i would get a transmission swap to a 5 speed because this will give you the most performance. As for a body kit i would get something laid back maybe a tastfull lip kit

well this is just me but i would do the looks up real nice first rims, then kit, paint and tint then slam it rill low then do some mild engine mods cool air, headers, exsost, and muffler dont for get about a nice system in there nothin to much just a twelve or 2 10s and some back up seakers and a small amp some interior accents never hurt me personaly love carbon fiber accents if ur in sides are black silver accents would work rilly well wit ya out side and do a black carbon fiber lip kit on the outside that would look nice ..

You know, "all show, no go" is NOT cool.  Worry about the "go" first, the go for the "show".  Since it's an old car, a valve adjustment should be done first to get everything running proper.  Catback exhaust is always a good first step along with a cold air intake (i'd go for a CA instead of a short ram...cooler charge means more power) and ceramic headers never hurt anything, either.  Next you'll mabye want lightweight pullys, a stronger ignition system (plugs, wires, and coil), and reprogram your ECU so that it doesn't run rich from the free-flowing xhaust and intake.  Now you'll be ready for a bodykit and all that crap, but personally, I'd just drop the suspension and get some sticky rubber on the stock wheels, have yourself a nice little sleeper.  It's fun to waste a trans am when they don't see it coming.
