ignition key does not turn

my wife tried to start her brothers honda accord 1993 and the battery was dead so she left it,with key in on position now we can not get key to turn any way at all tried start and off nothing. the key came out with it in on position and we can take in and out but no turning when in hooked up jumper cables and tried to turn key we get a beeping sound any help would be apreciated
