VTech not Engaging

I have tried everything. Changed oil (5-30). Cleaned Switch. Verified the solenoid is operable. No check engine light on. Engine temp is good, tach works, and speedometer works.  Disconnected battery for 5 minutes and reconnected.  Still no VTech.  What is the problem?
