99 civic ex idle surging, and off time.

i have a 5 spd, 99 civic ex, i just had someone chang the timing belt, put a new head on, and fix some ground wires that were off. now my car is idle surging real bad, and after driving for 10 minutes or so, the following begins to happen. when sitting at a stop light or whatever, my car's idle goes up and down 1 or 2 hundred rpms very fast so it sounds like its sputtering or something. also, when driving, the accelerator becomes very touch. when i let off the gas the car jerks, and when i press the gas again it jerks. my whole car starts shaking real violently if i'm driving at a low speed and pressing the gas, so i have to downshift, and drive at high rpms. i don't know if it's off time, or what is going on. please help.

Wow, could be a lot of things. Sensor gone bad, timing, electrical, or even a vacuum leak. Get a leak down test done for starters. Most places can do this for you, or the Winter 2008 HT issue has a great article on building your own leak down testing tool. If you take it to a shop have them check timing. If it's not either of those double check your re-wiring. A bad AICV sensor is possible... You just have to start eliminating options one at a time.
