95 civic crank but no start

okay here it is i havea 95 civic lx got it march of last year drove it three times i checked the plugs one day and put them all back in and hood up the wires right when i tried to start the engine the motor started jumping so hard in fact that it hit the hood 5 or six times before i could shut it off i recheked the plugs and wires and tried to start it again nothing just cranked
now heres what i have done to it in a year mind you it has not started since june 30th of 2008
1 fixed the ignition coil and icm 2 re-timed the motor 3 replaced all fuel lines and brake lines 4 put new gas and dry gas in it after it sat for a year 5 new plugs new wires i now have spark and air and fuel but it still does not start the main relay is okay it functions normaly cel goes out 2 seconds after it comes on when the fuel pump stops.
i have tried everything except to check the fuel pressure but i am getting the same pressure as before i changed the fuel lines im at a loss and redy to junk the car my other car just quit and i need this on the road or out the doon soonthanks for any help

So you have fuel, spark, and air, correct? Thats all a motor needs to start/run. When you turn the key over the check engine light goes on and off like normal but does it come back on at all? Have you checked to make sure the firing order is right?

no the cel only comes on for 2 seconds and shuts off whenthe fuel pump stops which is how i know its not the main relay and the firing order is correct i have access to alldata pro and the tools to test with i have gone over this motor with a fine tooth comb and cant find anything. although i didnt replace the full dizzy just parts in it the icm and the coil could the pick ups be bad although i get blue spark from each wire

Hmmm thats werid, have you done a compression test?

not yet but that is my next test although it never bogged before it quit it showed no signs of trouble at all this is waht boggles me i've been around cars since i was 4 working on them and im a mechanic my self and never seen this

have you tested or replaced the throttle position sensor? a similar thing happened to my 4 cyl S-10 pick up. had fuel, air, and spark but wouldn't start. the motor popped and shook real bad a couple times but wouldnt start. try throwing a TPS sensor on it that might be it. good luck!

dude i really hate to be the one to tell you this after you've done all that work but your problem is 99.99999% chance the relay under the dash it is a $90 part at the absolute most and is a relatively easy swap once you position yous self under the dash board i have had this part go out on me twice once in a 93 accord wagon and again in my 95 civic these are very cheap at junkyeard also because most people dont know about them so i always have a spare one just in case and i suggest it for everyone with an obd1 Honda
