ls/vtec swap emissions legal?

does anyone know if the ls/vtec swap is legal in pa? I have a 91 civic with a 90 ls block. the conversion has not been done yet. what needs done to pass emissions. I live in pittsburgh and allegheny co. is kinda tough.

I cannot vouch for Pennsylvania, but in California it is not legal. I mention this only because I believe California is the only state that has very strict visual rules to include LS/VTEC not being legal.

Most other emissions states just measure tailipe and do limited or no visual inspection.

If I were you I would inquire with local emissions testing stations for thier input. Also Google the emissions laws for your state.

Last thing I will mention is there's always the possibility for other states to adopt California emissions standards.
