I am looking into purchasing a 2009 Accord EX-L V6.  I would like to get some performance tuning and cosmetic enhancement advice.

1) What is the largest size custom wheel and matching tires that I can install without purchasing any camber/caster kit?  I do not do any drifting or 1/4 mile.
2) ...matching custom wheels locks?
3) Any stand-alone or piggy-back engine management system?
4) lowering kit?
5) cold-air intake?
6)...matching air and oil filter?
7) exhaust systems?
8) strut tower bars?
9) Most importantly, any device for horsepower increase - ie. supercharger, turbo, etc. (not interested in nitrous...yet).
10) etc...

Most tuning advice I see are geared towards Civics, S2000, and Acuras and not much on Accord.  Thanks.

Well! Accords are mainly made for family luxury vhicle. But that does no mean there are not performance tweaks avaliable. You can start with..
Cold air intake (if you are planing to stay dry) you wouldn't want any water/snow going to your engine through your intake.It will increase your HP by 5 - 15 if lucky.
Don't try the cheap chips you can install... they do more damage than they'd help

Agoon_911 is right. I would not buy a new car and build it. it VOIDS the mfg warrenty. Buy a used one that doesnt have one. It will be cheaper and you can find better performance parts. Stay away from the v-6 you can get more power out of a 4 cyl and the peformance parts are eaiser to find. You would have to make most of the ones for a v-6
