i am new to the tuning scene, but recently got bitten by the bug.i got an '08 civic si and love the car.if you can give me any ideas or advice on performance mods that's not too expensive but effctive i would greatly appreciate it, thanks.

Performance = $$ The two are strongly correlated. It depends on your spending limit really.
If you plan to spend between $1,000 - $2,000 on performance:
I suggest getting an intake exhaust header combination. If money is tight, try to pick up used parts on 8thcivic.com I'm a member/sponsor there and they focus purely on the 2006+ Civic generation, so pretty much everything there focuses on our car. If you pick up used parts, you might have enough scratch left over for a Hondata FlashPro system. I/H/E + FlashPro will net you close to 200-220 whp.
If you plan to spend between $2,000 and $4,000:
I suggest either Comptech supercharger or the Greddy turbocharger kit. The comptech won't get you as much power, but it's CARB legal which means you won't get hassled by the PoPo. There's a stage two option for the Comptech which will get you close to 300 whp, but you'll also need basic bolt ons. The Greddy Turbo is only about 3k new, or 2k used if you want to risk it, but can be customized and has room for improvement. You'll need a boost controller, BOV, and a catch can along with a few other things with this option. It's hard to go into detail, but if you're interested, theres a very detailed thread in the forced induction forums at 8thcivic.com
Anything more then 4k and I'd suggest All *** Racing. They're based in Florida and make incredible power. They have a bad track record when it comes to customer service from afar, so I wouldn't recommend them unless you lived in Florida.

18 x 8.5 is popular for the 8th gen civic.
I have 19x8, but it's mostly for cosmetic purposes. If I were to pick a new set, it would probably be 18x9, but it's hard to get 9's to fit without wide fenders.
