The stock motor in a 98' should be a F23. To be sure pop the hood and look at where the motor and tranny meet up, in front.  The left side of the motor when facing the car; anyway there should be a stamping right around there; it will tell you exactly what motor you have.

As for O.B.D; it stands for on-board diagnostics.  Having a 98 yours would be OBD2, meaning that you simply have a few more sensors on the vehicle.  The big one you'll have to keep an eye on is the seond O2 (oxygen) sensor on your vehicle.  Don't let all the technical crap stand in your way.  In time it falls into place.  You can still do just about anything to the motor or even motor swaps.  Enjoy the Accord platform!
