D15B Non-VTech what's needed to make it VTech

I have a D15B non-VTech I had someone tell me I could make it VTech it has all possibilities. What do I need to start that possibility? Do I need to replace head and run a wire? That's what the mechanic said. I'm a Do It My Self Person. Can any one help I don't have a clue. I also have a IceMan cold air intake with one problem. I had my car painted and the painter took my Iceman Decal off which had the code for smog resonsons what can I do to have it replaced? I also have D/C haeders with a 2.5 cat back. I would like to turbo it but what inbetween steps should I do befor turbo.
