98 Civic front frame connector seen in Honda Tuning article

I was reading the article at http://www.hondatuningmagazine.com/tech/0704_ht_jdm_honda_civic_front_end/index.html and saw in several of the photos what looks like an aftermarket crossmember that ties the front of the frame rails together for a 96-00 Civic. It attaches to the frame rails using the tie down hook bolts. I would like to know who makes this crossmember and where I can get one. Thank you. Jay
